中小企业融资难问题已成为制约我国市场经济体制改革的重要因素。对主要发达国家经验的梳理,可以得到解决该问题的一般规律。基于我国中小企业发展的特点、金融系统结构失衡、政府职能错位三个方面的解读,可以发现我国中小企业融资难问题具有特殊性。本文提出的建议,包括构建"银政合作"模式,推进金融体制改革,创建中小型金融机构。 相似文献

By constructing a dynamic stochastic general equilibrium model, which assumes a currency union consisting of two countries with nontradables, we study the importance of fiscal policy cooperation. As shown in the previous studies, we find that the role of fiscal policy is important in maximizing social welfare. However, we have a contrary result for fiscal policy cooperation. While the previous studies highlight that fiscal policy cooperation has a nontrivial effect in maximizing social welfare, we show that fiscal policy cooperation has no benefits, regardless of the share of nontradables. Self-oriented fiscal policy can replicate social welfare under the cooperative setting. 相似文献

ABSTRACTThis study investigates the effect of the type of logo used to promote co-products. In the case of an added logo, the logos of the constituent brands are lined up next to each other. An integrative logo is composed of the elements of both original brand logos. A novel logo does not contain any elements of the original brand logos. We found that the use of an integrative logo results in more favourable perceptions of brand cooperation, higher perceptions of co-product quality, more positive feelings and a more favourable attitude towards the co-product compared to the use of an added or novel logo. For a novel logo of co-products, consumers reported feelings of irritation and frustration and a less favourable attitude compared to an added logo. 相似文献

By estimating China's foreign aid as a proxy for China's bilateral Official Development Assistance and by analyzing its implementation structure and policy, this paper sheds some light on China's foreign aid activities, which have been at a transitional stage. Based on our estimates, the level of foreign aid in terms of net disbursement has increased sharply since 2004, reaching around US$7.1 billion in 2013. Some measures to strengthen the implementation structure to deal with this expansion have been introduced by the central government; however, this transition process needs more time. To facilitate this process, China is attempting to absorb knowhow on development assistance from multilateral institutions and Organisation for Economic Cooperation and Development's Development Assistance Committee countries that are eager to share their knowledge, with the expectation that China will eventually play a major role in international development. 相似文献

This paper aims to identify distinctive obstacles to the establishment of tourism destination governance in both transnational and within-country borderlands. Analysis of the German-Czech borderlands, a region also incorporating within-country borders between three German federal states, indicates the multi-scalar and political contestations of cross-border tourism collaboration. Local tourism projects are generally successful, both on a transnational German-Czech level and between the German states of Bavaria, Saxony and Thuringia. However, structural cross-border destination management does not exist because of (transnational) multi-scalar institutional alignment problems and (internal) tourism-specific destination-level power contestations. Understanding destination management processes in borderlands, therefore, requires: (i) explicit multi-scalar analysis; (ii) recognition of both transnational and within-country contexts; (iii) more cross-pollination between tourism planning and cross-border governance research. 相似文献

Virtue ethics interprets human action as pursuing good ends through practices that develop qualities internal to those final goals. The philosophical approach has been identified as critical of economics, leading in turn to the innovative response that by viewing the market as mutually beneficial exchange, economic practice is in fact defendable on virtue ethics grounds. This defends economics using arguments drawn from virtue ethics, but there is a need also to explore space for virtue ethics within economic theory. Examining key contributions of Kenneth J. Arrow, Amartya Sen and Elinor Ostrom, the article notes that virtue ethics’ appreciation of persons’ communicability of ends is increasingly being relied upon within economics, though sometimes under different names. 我国地域辽阔,环境复杂多样,地区间经济发展水平差异显著。因此,加强区域合作,统筹区域发展成为必然。目前,政府间合作协议是我国最高级别的跨区域合作的制度安排。上海作为我国经济最发达的城市,已先后与中西部多个省区签订了政府合作协议。政府间合作协议作为促进上海自身发展和推动上海服务长三角、服务长江流域、服务全国的重要途径和抓手,成效显著。从目前上海与6个省区的政府合作协议分析来看,存在合作范围狭窄、制度化程度低,协议内容比较抽象、缺乏责任追究机制等问题。今后尚需从完善制度环境、扩大合作范围、制定合作细节、完善协调和约束机制等方面不断加以完善。 相似文献
